DHA MEMBERSHIP

With the establishment of the Authority, the system of Membership and Associated Membership prevalent prior to dissolution of the society have been dispensed with Instead, a system of registration in various categories has been introduced while retaining the old Membership/File No. or the New Registration No. in the applicable category.

CATEGORY ‘A’ REGISTRATION

Officers of the Pakistan Armed Forces and Serving Civilian Officers of BPS-17 and above paid from the Defence Services Estimates. Registration Fee is Rs. ____________ and Rs. __________ mosque fund.

CATEGORY ‘B’ REGISTRATION

All Civilian, Corporate Bodies, Foreigners are eligible to became category ‘B’ member with different fee brackets.

1. DHA provides a secure investment opportunity. This guide has been prepared to protect your valuable money and save you from swindrals and frauds, which are unfortunately active for the deals made outside DHA. The system/procedures of DHA are very simple to follow and thus provide you with a secure method to acquire property. Most of the Property/Estate Agencies are clean and they provide good services to the purchaser. But as of other businesses there are individuals who cheat by offering properties which are either not existing or involve in court cases / restricted for sale by National Accountability Bureau, Revenue Department, Income Tax and Federal Investigation Agencies. However if the purchaser follows this guide, can over come the difficulties and ensure secure property deals. For DHA Karachi, the most important person is the member, whose vital interests and satisfaction is our prime objective.

2. Transfer / Record Directorate of DHA has been designed to provide you a secure transfer of property service. The information about the property is protected to such a level that even the closet relatives are not allowed access to the property information. For example if the property is owned by a lady, the father, husband, brother, sister and the children are denied of information unless authorized by the owner. However in case where the owner is deceased, the property is transferred to the legal heirs, which includes parents, widow and children. Properties are secure to such an extent that if you are away for decades, the property remains intact and encroachments even minor are not allowed on the property.

3. The system of transfer of property on the same analogy is fool proof and convenient that the presence of buyer is not mandatory in Karachi DHA but in Lahore DHA and Islamabad DHA the buyer is mandatory. Plots can be purchased without even visiting the DHA Office. The presence of seller is however compulsory / mandatory. No property is transferred without the seller’s personnel presence. The DHA Karachi does not allow Sale / Transfer of property on GPA.

Guide for selling property

1. The first article authored by me titled “How to purchase plots in DHA” was to highlight legal, procedural and culture elements for a transparent, efficient transaction in DHA environments. The article delineated on DHA procedures, sale of property, dealers and measures that a buyer or seller should be aware avoiding distinction between sellers and buyers. Since then dilemma and problems of seller have been brought to fore in number of cases and merit attention. The theme of this paper thus lays greater emphasis on this aspect of protecting a seller due to acts of commission or omission.

2. Through experiences and sitting on the top chair of DHA Transfer and Record Directorate, it was discovered that the seller’s dilemma in our cultural matrix is higher and increases due to the fact that the seller is often at a physical distance from the market. Speculative forces and relative unawareness enhances his vulnerability. This “widow of vulnerability” is exploited by a small, unscrupulous band of middle tier operators and property dealers. A glaring manifestation of this is that the seller being conned to accept an insignificant amount of advance (Bayana), the corrupt vested interest and signing on agreement of sale or payment receipt. Thereafter using coercive measure and court threats to intimidate the seller to bring the agreement to fruition even if initial arrangements ware unethical. Most of assist the seller. Importantly these incidents are increasing as the value structure of society is degrading. It is in the back drop of this situation that some guidelines to avoid this unfortunate state are necessary.

3. Keeping the above in view, Golden rules appended below have been formulated in order to protect property owners and to create awareness to avert chances of getting into a trap.

Conclusion

DHA Transfer and Record Directorate functions six days a week to provide information and address any grievances. An experienced nucleus of staff with strong professional and personal integrity bonafides are functioning with duty and service. DHA remain committed to efficient, swift and effective transfer and purchase procedure not practiced else where.
